About the team
The Design and Project Services Department spearheads the creative development process across the Rosewood brand from the initial stages of pre-development through successful completion and opening of each hotel. The Project Services team specifically works with the Owner and consultants on the implementation of the design during construction and handover. This includes providing operational input as well as working with the Owner on budgeting and scheduling. The Project Services team, together with the OS&E Manager also oversees the development of OS&E costing and roll outs.
Impact of this role
The OS&E Manager plays an integral role in upholding OS&E brand standards, ensuring that detailed and accurate cost estimations are submitted to the owners and Hotel operation teams. He/she is the key contact for owners and operation teams for OS&E costing and brand pre- qualification. The OS&E Manager ensures accurate initial OS&E quantities, keeping storage limitations and replacement intervals in mind.
Responsibilities
- OS&E
- Develops and maintains brand specific “Operating Supplies & Equipment” (OS&E) specifications and cost database for Rosewood Hotel Group.
- Creates OS&E Budgets for all Hotels under development and renovation projects.
- Takes the lead in sourcing new OS&E manufacturer, brands, supplier, trends and products.
- Supports all ethical and sustainable procurement practices of Rosewood Hotel Group, through regular reviews and checks
- Project Coordination with Project Services and Corporate Operations
- Familiarization with project specific operating concepts, design documentation, drawings, specifications and schedules.
- Maintains constant contact with on-site Project Services Managers to understand project status and schedules
- Financial
- In coordination with Design and Project Services as well as the Operation Teams, the OS&E Manager is responsible for the calculation of the HEOS Budgets for new Hotels, conversions and renovation projects.
- Following the approved HEOS Budget, the OS&E Manager will create a detailed Hotel Operating Equipment Schedule, listing all OS&E items including quantities, par levels and product specifications.
- Based on actual equipment costs, the OS&E Manager updates an Operating Equipment Cost Database as a checking tool for future project costings.
- Maintains existing, Group wide supplier agreements with “Nominated Group Supplier”.
- Operating Equipment
- Supports the Operation Teams by actively sourcing new products, brands and trends relevant to the industry, through internet research, trade magazines and the attendance at selected shows and events.
- Establishes and maintains a brand specific “Operating Equipment Standard List” for mock up rooms, including item details and contact details, to ensure owners can easily order all relevant equipment prior to review.
- Creates and maintains a brand specific “Mock Up Room Pack” with all relevant amenity items to be shipped for every mock up room prior to completion.
- Arranges a physical presentation of operating brand standard items, approximately once a year for review with Operations.
- Establishes an (operating equipment) supplier and manufacturer pre-qualification process by taking international standard measurements and (ISO) certification into account.
- Develops and maintains a “Pre- qualified Supplier List” for the relevant region including all relevant contact details and company information
- Conducts regular factory site visits and reviews to assess potential vendors and to monitor existing suppliers and manufacturer for compliance to agreed quality, fair trade, sourcing- and sustainability- standards.

- Supports Rosewood Hotel Group’s “Sustainable Procurement Guidelines”
- Others
- Supports Rosewood Hotel Group‘s “Code of Procurement Ethics”, relevant for all OS&E manufacturer, vendors and Hotel purchasing teams and ensures that these Ethics are applied and monitored throughout the Group.
- Is a “Brand Ambassador” at all times and ensures brand integrity and clarity are always maintained.

Critical Skills and Qualification
- A university or equivalent professional degree in the field of hospitality or business management.
- Lodging/ hospitality industry knowledge preferred.
- Minimum of 5 years of progressive Hotel or procurement management experience.
- Intermediate Excel skills
- Analytical and detail oriented.
- Strong negotiation skills.
- With interest in new products, markets, sustainability and procurement opportunities.
- Well organized with excellent leadership skills.
- Good command of both written and spoken English, Chinese is a benefit as well.
